If I'm understanding this right, it's only on countries which didn't retaliate, meaning it's creating a window of time in which they will be encouraged to rapidly hammer out trade deals that favour the USA. Presumably all those who now drop their retaliatory tariffs will get the same treatment. The tariffs are just intended as leverage for negotiations.
